And ranching offers the “only way to control insecurity,” Mr. Lalong said, with the rise of banditry, which he said was related to cattle rustling, and the recent quit notices being bandied across the nation.

“We have advised the federal government to grant grants to states that are land-ready,” he said.

For states that are not ready, we are not saying that it is compulsory. But in the North, many states are ready.

We need to start with some grants so that these individuals are not going to move here and there. We need to keep them in one place as well. Business is it. So that’s definitely the only way to manage insecurity.

Lalong, who is the Executive Governor of Plateau State, said the idea of ranching was on board with all stakeholders, including members of cattle herders associations across the country.

“But there’s a lack of state funding, there’s a lack of state encouragement,” he said.

For instance, Mr. Lalong noted, for the ranching exercise, the Plateau State Government has prepared 74,000 hectares but needs funding to develop the project.

“When you start limiting individuals, you need to provide alternatives,” he said.
